Event wait list feature

Incorporate a way for volunteers to sign up to a wait list if a particular shift or event is full. This would help reduce the effect of late cancellations. Currently achieving this by adding an additional shift labelled 'WAIT LIST' but a set feature could be useful.

    A waitlist option would be highly useful in managing late cancellations and no shows on the day.
