Allow Adminstrators to create test users
Provide adminsitrators a dummy test user setup so they can SEE how the different options will work for different users. These should be easy to delete afterwards so that start-up data is not muddied with test data.

You can create test users by using a fake email address or by creating admin managed volunteers

It would be nice to be able to delete users because every school year we have families that "graduate" and I don't want to have a database full of blocked users.
